The base is dug to depth and compacted in lifts. This is the part that decides whether it stays flat.

Sandy ground moves more than clay. The base is what spreads the load and stops differential settlement.
Polymeric joint sand suppresses most of it. Anything that does seed in comes out easily because it is rooting in sand.
