Timing is the whole service. The shore runs later into autumn and later into spring than inland New Jersey, and doing spring cutback on the first warm week is how people lose perennials to the frost that follows.
Mulch does more than look tidy on sandy ground. It slows evaporation, moderates soil temperature and adds organic matter as it breaks down, which is exactly what sand is short of.

3. Mulch and protect
Mulch to depth, kept off the crowns and trunks, which is where most mulching goes wrong.
Common questions
How deep should mulch be?
Enough to suppress weeds and hold moisture, and never piled against a trunk. Volcano mulching kills trees slowly.
Why not cut everything back in autumn?
Standing stems shelter overwintering insects and protect crowns. Grasses in particular look better left up.
When is spring cleanup?
When the soil has warmed, which here is usually later than people expect. Early cleanup costs plants.
